At present, public participation has become an important foundation for cultural heritage conservation, inheritance and sustainable development. The practice of conservation in Italy proves that successful must give full play to the power people rely on extensive participation. This paper analyzes necessity minority areas examines implications Italian model "public participation" intangible China. Conclusions: enhance awareness by leveraging folk power; introduce social capital establish incentive mechanisms; cultivate talents improve art echelon; create a atmosphere with digital empowerment; revitalize interactive experiences.
